Proposal for amendment to the legal inspection regulation for Electric Storage Tank Water Heaters(Source: MOEA)

By the Bureau of Standards, Metrology and Inspection (BSMI), Ministry of Economic Affairs MOEA Introduction: The Electric Storage Tank Water Heaters have been subject to mandatory inspection under the Commodity Inspection Act by the Bureau of Standards Metrology and Inspection (BSMI) since 1 February 1972. Based on the original listed inspection standards [CNS 3765 (2005), IEC 60335-2-21 (2004), CNS 13783-1(2004)], the BSMI will add the test terms and methods which are Section 8.11 "Capacity of inner tank" & 8.14 "Standardized standby loss of every 24 hours, Est,24" of the standard CNS 11010 "Electric Storage Tank Water Heaters" (promulgated on 27 December 2013). The "Standardized standby loss of every 24 hours, Est,24" must meet the requirements of Minimum Energy Performance Standard (MEPS) of Electric Storage Tank Water Heaters when those products will be imported or placed on the domestic market after 1 October 2015. The conformity assessment procedure for those products will be under the Registration of Product Certification (RPC) Scheme or Type-Approved Batch Inspection (TABI) Scheme. Registration of Product Certification (RPC) Scheme (Module II + IV or II+V or II+VII ) Under this scheme, domestic manufacturers or importers must have their products type-tested in advance (Module II) by the BSMI or BSMI-recognized testing laboratories before applying for registration of their products. Manufacturers or importers will also be required to ensure that those products whether made at their manufacturing facilities or imported are in conformity with the prototypes submitted for type test at Module II stage. In addition, the quality management systems of the production premises must be in comformity with Module IV (full quality assurance), Module V (production quality assurance) or Module VII(factory inspection). For Module IV and Module V, they are required to get certificateion in accordance with the CNS 12680 (ISO 9000) series of standards. As for Module VII, it is required to obtain a factory inspection report issued by the BSMI or BSMI-recognized factory inspection bodies. A declaration of conformity is also required to ensure the quality of the mass-produced commodities are in conformity with that shown in the type-test report. Products will be allowed to use the Commodity Inspection Mark with the letter 'R' and the identification number given by the BSMI, after they are certified and registered with the BSMI. These products can then pass through customs directly without any further inspection if not be sampled by RPC border check procedure. The application fee and annual fee for RPC are both NT$5,000(about US$170) for each certification, and the RPC certifications are valid for three years. If there are any serial products, the extra NT$3,000(about US$102) of application fee is needed for every application in each certification. The fees for type testing vary by products and depend on the fee schedule of the testing laboratories. 2.Type-approved Batch Inspection (TABI) Scheme Under this scheme, manufacturers or importers shall have their products type-tested by the BSMI or BSMI-recognized testing laboratories, and then file an application for type approval with the BSMI or its branches. After manufacturers or importers have obtained a type-approval certificate, they are still required to file an application for batch inspection with the BSMI each time before their products arrive at the port of entry. The BSMI will then perform inspection with simplified procedures. Additional samples may be required for further testing if it is deemed necessary. The application fee for a type approval is NT$3,500, and a type approval certificate is generally valid for three years. The fees for type testing vary by products and depend on the fee schedule of the testing laboratories. Locations to apply for Registration of Product Certification: The BSMI or its branch offices. Time required for Registration of Product Certification: Fourteen working days. (This period does not include the time for corrective actions by the applicant due to deficiencies in the documents or samples; another seven working days may be required if additional tests are required) Related requirements: 1. Aiming to enhance the efficiency of energy utilization, we intend to promote the regulated energy efficiency requirements, so as to reduce electricity loss. The Section 8.11 & 8.14 of the revised standard CNS 11010 "Electric Storage Tank Water Heaters" (promulgated on 27 December 2013) listed in the table will be effective as of 1 October 2015. In addition, as of the date that this notice is promulgated, the BSMI will accept such applications for those heaters to comply with "the Standardized standby loss of every 24 hours", which is tested under the requirements of CNS 11010 and have to meet the requirement of the Minimum Energy Performance Standard (MEPS) of Electric Storage Water Heaters. 2. If the RPC certificates of those products are issued before 1 October 2015, but they do not comply with the energy efficiency requirements against the section 8.11 & 8.14 of the revised standard CNS 11010, then these RPC certificates will be only valid till 30 September 2015. 3. The inspection standards shall be the version as listed in this public notice. When the applicable standards are revised or amended, the date of applying these revised or amended standards for inspection shall be further decided and announced by the BSMI.
