To ensure fair trade, consumers' rights and interests, the Bureau of Standards, Metrology and Inspections (BSMI) promoted "Excellent Metrological Management System". The system advocates domestic gas station enterprises and weighting instruments users conducting voluntary inspections periodically, which helps to maintain the accuracy of the fuel dispensers and the weighting instruments. Up to November 30,2014, a total number of gas station that has been certificated is 921, accounting for 36.7% of all gas stations. In addition, there are 66 markets and one post office that passed the evaluation and has been certificated. Consumers are encouraged to choose the certified businesses to protect their own rights. BSMI has performed this system on the market weighting instruments and fuel dispersers since July 1, 2011. To increase the participation of the venders, lower the operating costs and broaden the coverage of the instruments used in daily life under this system, the BSMI amended "Applicate notes of certified excellent metrological management enterprise" on October 1, 2014. Aside from markets, post office and private businesses are also welcomed to join this system.
According to the BSMI, the accuracy of the fuel dispensers and the weighting instruments is highly related to the consumers' rights. The fuel dispensers must pass initial verification after installation, then they have to get re-verification every two years and irregular inspection. As to the weighing instruments used in the markets and post offices, they need to be inspected by venders themselves and inspections will be carried out irregularly by the BSMI to make sure the accuracy. Under the self-inspection by venders and the random check by the Bureau, it will ensure the accuracy of the fuel dispensers and the weighting instruments. The system does not only protect the fair trade but also protect consumers' rights and interests. What's more, it also contributes better business image as well as builds up a high quality trading environment.
