Ministry of Economic Affairs sees to CECI’s successful technological transfer of offshore wind farm(Source: MOEA)

Dedicated to the promotion of renewable energy policy and “thousand onshore and offshore wind turbines” policy, the Ministry of Economic Affairs has designated the Industrial Development Bureau to promote the development of Taiwan’s offshore wind industry. Starting in August 2014, an industrial development program in “technology transfer and training in the design and construction technology of offshore wind” for a period of 20 months was carried out. Since offshore wind is an industry of diverse and extensive technical perspectives, the Ministry of Economic Affairs, together with relevant governmental departments, have in recent years, invested tremendous efforts to counsel the industry and academia, and facilitate them on the introduction of key technology, aiming to boost the development of the industry and localization of offshore wind technology. With the support from the Industrial Development Bureau, CECI has successfully completed Phase I of the “technology transfer and training in the design and construction technology of offshore wind” program in January 2015, including training in DNV GL Dresden Plant in Germany. The training covered a wide range of topics including offshore wind standards and rules, environmental requirements, offshore wind system and risks, grid connection, offshore transformer substation structure, subsea electric cables, etc. Through this series of training, CECI got hold of key technology related to the design of offshore wind power system. To demonstrate the fruit of technology transfer to local industry, CECI was invited by the Industrial Development Bureau to hold a technical seminar at the Taipei Teacher’s Hostel on April 28 to 30, 2015. In addition to CECI publishing and demonstrating the outcome of the technology transfer program at the seminar, foreign experts were also present to share their expertise on designing and planning of electric power system, grid connection, certification of electric cable and electric power, etc. The seminar is expected to further trigger cooperation opportunities between foreign and local offshore wind businesses, and lead to more robust development in Taiwan’s offshore industry.
