Chinese Taipei's Participation in the 12th APEC Energy Ministers' Meeting Ended in Success(Source:MOEA)

Chinese Taipei has participated in the 12th APEC Energy Ministers' Meeting held on 13th October 2015 in Cebu, the Philippines with fruitful achievement. Chinese Taipei has proposed an APEC Green Energy Finance Initiative, presented the follow-up activities of APEC LNG Trade Facilitation Initiative, and announced the willingness to participate in APEC Peer Review on Fossil Fuel Subsidy, which were all incorporated in the Ministers' Declaration successfully. The delegation was led by Mr. Jong-Chin Shen, Vice Minister of Ministry of Economic Affairs, with delegates from Ministry of Foreign Affairs, Bureau of Energy, and Taiwan Institute of Economic Research. The theme of this APEC ministerial meeting was "Towards an Energy Resilient APEC Community", with four topics including "The Global Challenges of Energy Resiliency", "Advocating Community-based Clean Energy Use in Energy-poverty Stricken Areas", "Sustainable Energy through Cutting Edge Clean Energy Solutions" and "Scaling Up Private Sector Participation in Energy Trade and Investment" discussed among APEC energy ministers vividly. During the meeting, Chinese Taipei has proposed an APEC Green Energy Finance Initiative and presented the follow-up activities of APEC LNG Trade Facilitation Initiative, as well as announced the willingness to participate in APEC Peer Review on Fossil Fuel Subsidy, both of which were recognized and endorsed by member economies and incorporated in the Ministers' Declaration. Many concrete policy directions were concluded in this ministerial meeting. In terms of energy resiliency, member economies agreed to facilitate the conduct of a vulnerability assessment on energy infrastructure, and to strengthen oil and gas emergency response mechanisms in the APEC region through the Oil and Gas Security Initiative. In terms of clean energy, ministers instructed that minimum energy performance standards in building codes and energy appliances, industrial equipment and smart metering devices shall be developed in a harmonized manner, and potential opportunities for the co-sharing of testing centres in the region shall be further explored. In addition, in consistent with APEC goal of inclusive growth, energy access for remote communities such as micro grid has been highlighted, and an energy eco-tourism development framework will be developed to encourage economic growth, sustainable environment development and creation of new jobs in the remote communities. Moreover, ministers instructed to establish a Task Force on Energy Resiliency to implement programs to enhance energy resiliency in the region. In summary, in the 12th APEC Energy Ministers' Meeting, Chinese Taipei had candid discussion with member economies on how to promote energy security and sustainable development in the region. The calls of APEC Green Energy Finance Initiative proposed by Chinese Taipei to strength capacity building of green energy finance in support of financial sustainability in the fields of renewable energy and energy efficiency and regional energy security was supported and endorsed by member economies. Under this new Initiative, Chinese Taipei will implement relevant programs to promote dialogues on green energy finance in the region.
