As part of its efforts to support the implementation of the Executive Yuan’s Industrial Upgrade and Transformation Action Plan, on October 27 the Industrial Development Bureau (IDB), Ministry of Economic Affairs (MOEA) held a presentation at the TAF Innovation Base in Taipei to announce the results achieved in the Taiwan Industry Innovation Platform Program (TIIP) – Achieving Renewed Success for Taiwan through Industrial Upgrades. The presentation was chaired by IDB Director General Dr. Ming-Ji Wu. Representatives from a dozen leading business enterprises – including AEON Motor President Chung Teng-kai, Taiwan Liposome Vice President Tseng Yu-long, Ji-Shan Enterprises CEO Lin Feng, and Everest Display Chairman Kuo Wei-wu – were invited to outline their firms’ TIIP-related achievements. Guidance from the IDB has helped these companies to upgrade their operations, in a superb example of effective collaboration between government, business and academia to realize the goal of “Achieving Renewed Success for Taiwan.”
To support the process of industrial upgrade and transformation, the IDB’s New Product Innovation and R&D Guidance Plan was repositioned in 2015 as the Taiwan Industry Innovation Platform Program (TIIP), based around four key strategies: enhancing product quality and product value, building up comprehensive industry supply chains, promoting the development of system solution capabilities, and accelerating the cultivation of important emerging industries. The IDB provides companies with guidance to help them develop competitive new products and services through TIIP to optimize Taiwan’s industrial structure, and link Taiwanese industry more closely with international markets.
IDB Director General Dr. Ming-Ji Wu noted the IDB’s efforts in strengthening R&D and innovation in Taiwanese industry for over 20 years, with the hi-tech manufacturing sector in particular being benefited considerably from these efforts. Implementation of TIIP is based around the platform concept, focusing on three key areas – reinvigorating traditional industries, strengthening core industries, and fostering the development of innovation-oriented emerging industries – with a development strategy that involves encouraging large corporations to assist smaller firms, promoting the formation of innovation alliances, encouraging collaboration between business enterprises, universities and research institutes, and focusing on key development themes. In the future, Taiwan will be seeking to “leapfrog” ahead through accelerated industrial upgrades to give Taiwanese industry renewed competitive advantage.
