The area within sixty kilometers of the Dadu Mountain is the clustering heartland of optoelectronics industries in central Taiwan. In the past few years, since every different industry played alone to develop, it was hard to maximize clustering benefits in competing with those global economic giants. It was the first time that Export Processing Zone Administration (EPZA) of the Ministry of Economic Affairs (MOEA) and Taichung City Government collaborated to hold "Taiwan Photonics Valley International Forum" on 22nd September 2015. Director Kai-Che Liu from minimal invasive surgery team of Chang Bing Show Chwan Memorial Hospital, which funds the only transnational minimal invasive surgery training center in Asia, SPIE CEO Eugene G. Athurs, and world renowned down stream corporations were invited to introduce product trends and applications. This forum is expected to wake up manufacturers' prospective visions for developing towards both value added and value oriented configurations. According to EPZA Director General Dr. Wen-Guu Huang, issues in this forum are about future trends and applications of products, and these provide maximum inspirations and productive results for manufacturers' inspirations and future plans. This year is the "International Year of Light"; however, the world encounters the most serious economic slow-down since the global financial crisis in 2009. Facing the severe global economic situation and challenges of economic structural transformation, optoelectronic manufacturers have to do their best to apply industrial cluster benefits through internet interactions, collaboration, and integration. In order to steal a march and developing sustainably on highly competitive markets, they also have to control tendencies and fluctuations, innovate technologies constantly, and seek strategies for enhancing advantages and increasing profits. The United Nations Education Scientific and Cultural Organization (UNESCO) had defined this year is the "International Year of Light". Taichung City Government invited EPZA of MOEA to cooperate in programming the "Taiwan Photonics Valley International Forum" for giving Taichung City an impetus to become the cluster of Taiwanese optoelectronic industries and responding to the event of the International Year of Light. This forum was handled by the Department of Opto-Electronic Engineering of Feng Chia University. And seven universities in central Taiwan and fourteen government organizations also gave it assistances to invite domestic and foreign world-class specialists to discuss the future development of Taiwanese optoelectronic industries. Taichung City Government intended to combine optoelectronic industrial supply chains in central Taiwan in order to promote the "Taiwan Photonics Valley Plan". It invited optoelectronic manufacturers to join the Taiwan Photonics Valley Association; in addition, it hoped to assist manufacturers to endeavour in talents training and productivity improvements.
