Outstanding Performance of the EPZA Promoting the Overall Transformation in the Industrial Park(Source:MOEA)

The Export ProcessingZone Administration (EPZA) of the Ministry of Economic Affairs (MOEA) hostedthe 2015 year-end press conference on 29th December, 2015. Duringthe conference, the EZPA Director General Dr. Huang Wen-Guu indicated that in2015, all EPZs performed well in promoting investments, upgrading industries,and keeping sustainable development in the environment. He continued that 2016happened to be the 50th anniversary of the free zone establishment, toreact to the moving of the industrial development, the EPZA would conduce properinvestment environment for industrial development from two sides. One is toarrange industrial zoning spaces, and the other is to promote smart upgrade, hopingto make a new, creative and innovative park. First, in investment promotion, accordingto the EPZA, the performance of the investment attraction still increased 6% in 2015 despite thecurrent industry trends facing big economic challenges. The investment figures amountedto NT$43.4 billion. Among the economic and technological parks, the investmentamount in Kaohsiung Software Park (KSP) rose by 100% and had the mostoutstanding performance. Second, in industry upgrade, the EPZA obtained thesubsidies about NT$50 million on research and development (RD) and staffstraining in 2015, and drove the companies to invest NT$ 260 million in RD.Last but not the least, in environment sustainability, the EPZA successfully assistedthe companies in establishing the first domestic reclaimedwater plant, which generated 9.5 thousand tons of refined water every day. Theplant combined the original plant model and succeeded in establishing the demonstrationpark of reclaimed water. Moreover, it created a good example in makingeconomical and environmental balance. The DirectorGeneral Dr. Huang emphasized that, to react to the trend in rapid industrialchanges, the Executive Yuan especially accessed the smart technology indeveloped countries and pushed "Productivity 4.0" program. This smart technology integrated theInternet, big data, and the cloud computing services. The Director General Dr. Huangcontinued that the EPZA would cooperate with the Executive Yuan's policies andbring industrial smart turnaround in EPZs. In the mean time, KSP cooperatedwith Brogent Technologies, Inc., the Maker spaceof Hon Hai Precision Industry Co., Ltd., K square, and other leading bellwethers. The cooperationcreated an industrial cluster for the new entertainment media and gave help in creativity,innovation and multi-cooperation, which stimulated industrial upgrades in all EPZs. To meet the development requirement from new industries, the EPZAwill have deliberations of the new economic and technological park developmentin 2016. With companies' deep affirmation of EPZA's dominant systems,the EPZA will continue to provide sufficient potentialcompanies and excellent investment bases. Moreover, it has promoted turnover ofland and given priority to existing investors in zones. It renewed oldfactories in zones step by step. Firstly it built new factories in differentplaces for existing companies to move in. Secondly it demolished old buildingsfor reconstructing. And the EPZA can accomplish three goals with the abovemodel in introducing emerging industries, improving land use, and accelerating oldfactories renewal for industrial parks. With the efforts in the past half-century, the EPZA hassuccessfully achieved four goals in attracting foreign investments, promotingemployment, introducing technologies, and creating foreign exchange reserves.In the mean time, it has continuously advanced its one stop services, and promotedintensive measures such as industrial upgrades, academia-industry cooperation,beautification of zones, old factory renewals, and environmental sustainabledevelopment. And every EPZ has become the heartland of regional innovations andhigh value-added industrial clusters. The EPZA will endeavour to highlight itsexisting advantages, build a new image for acquiring external continuoussupports, and bring in new opportunities for the next fifty years of all EPZs.
