Increase Biogas Power Generation Subsidy; Promote Independent Green Energy(Source:MOEA)

To promote the integrated system of biogas production and biogas power plant from various waste material and water, aligning biogas technology with industrial characteristics of local governments, and developing local biogas power generation system, "Directions for Subsidizing of the Promotion of Biogas Generation Program" was announced by Ministry of Economic Affairs (MOEA) in 2013. Bureau of Energy(BOE) has further cooperated with local governments on biogas power generation subsidy by raising the number of programs for application. BOE wants to expand its existing subsidy to three programs each year, which applies to each local government to apply for one program every year. This will be executed by BOE up to 2018 or until ten programs are approved, and this will certainly bring benefits to agriculture, environment and energy. Biogas generated from wastewater or organic waste through anaerobic fermentation can be used as sources of renewable energy. Biogas power does not only produce energy, but also reduce the green-house gas emissions. BOE stated that two programs in Pingtung County, one in Changhua County and another one in Yunlin County have been approved from 2013 to 2015. The total installed capacity of these four programs is 950 kW. Changhua County received NTD 6.825 million subsidy in 2015, and Pingtung County had also applied for the biogas power generation system subsidization and shall receive subsidies after reviewing and calculation. BOE further illustrated that the biogas power feed-in-tariff (FIT) has been set under the "Renewable Energy Development Act." The FIT for biogas power from anaerobic digestion system has been increased to 3.9211 NTD/kWh, compared to a rate of 3.3803 NTD/kWh in 2015, which is an increase of 16%. The operation directions released in 2013 further granted an extra financial support for higher efficiency biogas power generation system with higher investment. This could help local governments integrate biogas power generation system with waste management in farms and increase its self-produced green energy. BOE stated that the application period for subsidy is from May 1 through June 30, in 2016. BOE welcomes all local governments to apply. By the cooperation of central and local governments, an extra industrial added value and competitiveness of the biogas power generation can be enhanced, and the diverse development and local economy of the local industries could be stimulated. Promoting biogas power generation application can achieve multiple benefits and sustainable development in economy, energy and environmental protection.
