Taiwan's First "Anemometer Tower of Offshore Wind Turbine Test Site", A New Chapter for Wind Turbine Industry April 14, 2016(Source:MOEA)

Taiwan is promoting the program of establishing 1,000 wind turbines and more than 800 offshore wind turbines are scheduled to be established at Taiwan Strait till 2030 with total installed capacity can reach 4,000MW(mega watt). The output value is estimated to reach about NT$500 billion for the related supply chain. To ensure the safety and quality of overall industrial chain, BSMI, supported by Ministry of Science and Technology, plans to establish the localized "Offshore Wind Turbine Test Site" next to Taichung Power Zone II. Currently BSMI has completed the setup of "anemometer tower" to take the first stride of "Offshore Wind Turbine Standards, Testing and Certification" Program. BSMI indicates that the test site owns an excellent environmental condition that conforms to international standard for test wind farm. The established "anemometer tower" mainly monitors the wind conditions to be encountered by offshore wind turbine during testing process. The anemometer tower is above sea level by 105 meters, and is installed with testing equipment which can measure wind speed, atmospheric pressure , humidity and temperature. In addition, it is able to transmit various measured data to control center all day. "Anemometer" can not only measure power generation of wind turbine in different wind speed at Taiwan Strait, but also record various wind speed, such as northeast monsoon or typhoon to ensure offshore wind turbine stand still in the sea under such severe conditions. However, "aerovane" is able to test the change of wind direction at wind farm to confirm the tested wind turbine can automatically trace the wind direction to reach the function of maximum power generation. "Hygrometer & thermometer" can record long-term environmental change to evaluate the influence of environment on blade material. BSMI suggests that the testing condition for offshore wind turbines is extremely strict. In order to conform to Class IA requirement, offshore wind turbines must withstand average wind speed exceeding 50m/s(meter/second) for ten minutes (equivalent to Beaufort Wind Scale 15 of very strong typhoon), 3-second instantaneous gust 70m/s (equivalent to Beaufort Wind Scale 17 of violent typhoon). Additionally, the test site can execute the related tests that conform to international standards. In line with geographical weather and environment in Taiwan, the test site will conduct the collection of the related statistics when typhoon hits Taiwan. In the future, the environmental statistics analytical results will be applied to the test site and contribute to international standard for anti-typhoon issue to increase the competitiveness for Taiwan industry. The BSMI further emphasizes that when it completely establishes the testing capabilities of wind turbine and key components to satisfy the certification capability required by localized assemblies for offshore wind turbine industry, it can provide local offshore wind turbine related industries with test and certification services that conform to international standards and ensures the quality and safety of local wind turbine. Through TAF(Taiwan Accreditation Foundation) accreditation, the test site will obtain the recognition of related international institutes to assist related Taiwanese industries to enter the global market.
