Germany-Taiwan Energy Transition Forum: Both Countries' Energy Experts Exchanged Ideas on the Future of Energy Transition(Source:MOEA)

Bureau of Energy and German Institute Taipei cohosted the Germany-Taiwan Energy Transition Forum at GIS MOTC Convention Center on 8th December 2016. The opening remarks were delivered by Mr. Jong-Chin Shen, Deputy Minister of Ministry of Economic Affairs, and Mr. Martin Eberts, Director General of German Institute Taipei. There were 10 energy experts from two countries and 210 participants from official, industrial, academic, and other sectors of Taiwan joining this forum. Key discussions and results are as follows: 1.Dr. Huang, Director-General of Tainan Sahlun Green Energy Science City Office, gave a presentation on Sustainable Development of Innovative Green Energy in Taiwan. He stated that in order to achieve the goals of a nuclear-free homeland and 20% electricity from renewable energies by 2025, Taiwan needs to dedicatedly develop solar energy and off-shore wind energy, and utilize hydrogen technology to reserve intermittent renewable power generation. Although hydrogen production technology is costly at present, improvement in technology can bring down the cost and increase the potential for developing hydrogen energy in the future; 2.Dr. Hans-Joachim Ziesing, member of the Independent German Expert Commission on the "Energy of the Future" Monitoring Process, had in-depth discussion with Taiwanese energy experts on the process, background and issues of German Energy Transition and Electricity Market Liberalization. From German experience, liberalizing electricity market for free competition allowed new small producers with distributed power generation system to enter the market, and had successfully facilitated Germany to apply Feed-in Tariff (FIT) for the development of renewable energies; 3.Dr. Oliver Then, Head of Power Plant Technologies in VGB PowerTech e.V. gave a presentation on the latest progress on clean power technology in Germany. Currently, fossil fuel power plants are stable resources for power supply and should be continuously improved in terms of production flexibility and efficiency. Natural gas power plants can provide immediate power generation and have potential to be reliable and important backups for renewable electricity; 4.Mr. Stephan Franz, the founder and owner of Buro F, shared current technologies of energy storage, its market outlook, and its role in energy transition, especially pointing out its great development opportunity and business potential on integrating distributed power generations. In the future, the residential solar power system with energy storage system can not only largely enhance consumption of renewable energy but also offers efficiency on energy use. Bureau of Energy commented that Energy Transition is a must path for Taiwan to realize a nuclear-free homeland. To achieve the three main targets of energy security, green economy and sustainable environment, Taiwan should build well-designed plans for different stages in Energy Transition so that an advantageous environment for developing renewable energy and energy related industries can be created while the needs of electricity and economic growth will be satisfied at the same time. Bureau of Energy and German Institute Taipei worked closely together on this forum, inviting energy experts and participants from all sectors to look into the background of Energy Transition, the progress of advanced energy technologies in Germany, and the path for Taiwan's Energy Transition. This forum is expected to bring closer information exchange in energy field and long-lasting partnership in Energy Transition between Taiwan and Germany.
