Joint Efforts on Spatial Planning and Industrial Land Development Policy by Central and Local Governments(Source:MOEA)

To improve the domestic industrial production environment and respond to the Spatial Planning Law, the Industrial Development Bureau (IDB) of the Ministry of Economic Affairs (MOEA) conducted the 2017 Industrial Park Development Policy Forum on August 16th at the GIS NTU Convention Center in Taipei. The theme of this year’s conference is “Spatial Planning and Industry Development”. In addition to the keynote speakers, local municipalities’ deputy mayors are also invited to discuss how to respond to the Spatial Planning Law at local level. The Spatial Planning Law passed in 2015, fundamentally changing the land use manage system, which will also have an impact on the development of industry land in the future. This symposium will therefore introduce industry development needs into future spatial plans to shape a better investment environment and a more sustainable development. This forum was chaired by Jang-hwa Leu (呂正華), Acting Director General of IDB. Five keynote speeches have been arranged, namely, “Industrial Land Supply System Policy Trends in the Netherlands”, by Erwin van der Krabben, professor of Radbound University in the Netherlands; “Spatial Plans’ Impact on Industrial Land Use Supply”, by An-ting Cheng(鄭安廷), professor at the University of Taipei; “Spatial Planning Review Mechanism”, by Zi-Yuan Zhao(趙子元), Professor at Cheng Kung University; “New Concepts for Industry Land FAR”, by Ren-de Bai(白仁德), Professor at Chengchi University; and “The Challenges in Industry Land Management and Development”, by Chen-yen Lin(林建元), Professor at Fengchia University. Local municipality officials, including Hui-ching Yeh (Deputy Mayor of New Taipei), Jian-hua You (Deputy Mayor of Taoyuan), Guang-yao Zhang (Deputy Mayor of Taichung), Chung-rong Wu (Deputy Mayor of Tainan), Wen-sheng Tseng (Commissioner of the Department of Economic Development of the Kaohsiung City Government), also participated in the discussion on the topic of spatial planning and local industry development, particularly on how future industry land use planning, development and management should adjust to the spatial planning law. By building partnerships, the central and local governments can jointly create a better policy for future industry investment.
