Local flood detention is not just about respecting the wishes and rights of farmers and maintaining the original use of agricultural lands as a water management strategy. It is fundamentally a "triple win" approach where the government and farmers collaborate to boost Taiwan's flood detention capacity to achieve a mutually beneficial and symbiotic relationship with the water environment.
